Investigation findings:
- Scale calibration check: passed (last calibrated 15 March 2026)
- Root cause: two additional ULD skids were added after initial weigh-in without re-weighing
- Handler identified — refresher training scheduled

Corrective measures (effective immediately):
1. Mandatory re-weigh after any ULD modification
2. Digital weight verification at build-up completion
3. Dual sign-off for all shipments >1,000 kg
